What time do they shut kitchen orders down?

10pm on Friday's and Saturdays

Does this place serve breakfast all day every day

Breakfast is served until 2 PM Monday thru Saturday and All Day on Sunday

Tried to phone Hoops....# not working..googled to check and it said it was closed and this was during the normal business day. Is Hoops closed for Good?

Just ate there. They were probably super busy.
